SIDA PROJECT DIRECTOR

The Government of Sindh, with financial assistance of international Development Association (IDA), has started the Water Sector Improvement Project Phase-1 (WSIP-1) at an estimated cost of US $ 175 million which aims at improving irrigation system in three Area Water Boards (AWBs) of Ghotki Feeder, Nara Canal and Left Bank Canal (Akram Wah and Phuleli). The WSIP-l would be implemented by the Government of Sindh, mainly, through the Sindh irrigation and Drainage Authority (SIDA)., Area Water Boards (AWBs) and Farmers Organizations (FQs) , with support from a group of consultants to be deployed.

2. The Project involves (a) deepening and broadening the institutional reforms that are already underway in Sindh; (b) improving the irrigation system in a systematic way covering key hydraulic infrastructure , main branch canals and distributaries / minors, and (c) enhancing long-term sustainability of irrigation system through participatory irrigation management for improving operation and maintenance of the system.

3. The Service of Project Director are required for execution of the Project.

a. ROLES AND RESPONSIBILITIES:

Responsible for Implementation all parts of the Project implementation of which is assigned to SIDA, coordinate with other agencies like Project Coordination & Management Unit, Planning & Development Department and Irrigation & Power Department ,Government of Sindh, for other components and for Implementation of all aspects of the Project:

1. Responsible for execution of Project Component-A (Community Development and Capacity Building of SIDA, AWBs and FOs) and Component-B (Improvement of irrigation and Drainage System) with the coordination of GMs SIDA, AWBs and FOs.

2. Coordinate with and facilitate implementing agencies / partners in implementation of other Project Components, i.e. Component-C (Management plans for Major I&D infrastructure) and Environmental Management Plan).

3. Collaborate with PCMU in implementation of component-E2 (future project preparation) and Component-E3 (Technical Assistance, Training and Strategic Studies).

4. Responsible for Project Planning, Construction Supervision, Procurement and Contact Management, Financial Management and Environmental and Social Management in Consultation with respective GMs as per Project design and provision in the Project PC-l and PAD.

5. Conduct field visits and interact with all stakeholders of the Project and Project Consultants.

6. Supervise Project Implementation Consultants (PICs), coordinate activities of other consultants such as M&E, Barrages design and any other consultants recruited under the project.

7. Act as co-signatory for operation of designated Project Account of IDA Credit and Assignment Account of GOS funds with Managing Director and General Manager Finance - SIDA.

8. Prepare and issue monthly implementation activity report and participate in Project related meetings / briefings / presentation etc, at Provincial and Federal levels.
   Project Director will work under the overall supervision of Managing Director, SIDA.

b. QUALIFICATION & EXPERIENCE:

Bachelor in Civil Engineering , M.Sc in Irrigation, Hydraulics, or Water Resources Engineering would be preferred, 10-20 years experience in project management and implementation / execution of large irrigation and drainage / hydraulic projects. Experience in project implementation in Sindh province would be in added advantage. Salary Package: Rs. 80,000/- per month Negotiable up to Rs: 1,20,000 /- Initial contract period would be three years , extendable to five years / completion of the Project.
